Yes it is, it has officially been confirmed it's allowed by DeviantArt

What can you do with a high pageview?
People on dA cares a lot about your pageviews, so they tends to commission artists who have a high pageview. If you are an artist, this service is for you.
Show off with your friends and other stuffs. You don't have a high pageview because you don't have free time to update dA every single day, not because you are not talented.
Make friends easily, get watched, favorites,... as I've said, people on dA cares a lot about pageviews.

How long until I recieve the pageviews?
It'll take a while until you recieve your pageviews, but you should most DEFINATLY get them within 3 days or less... If your lucky, maybe only an hour or so - It also depends on how many pageviews you payed for

Also, please note that it's not real people visiting your page; it is just to increase your pageview number.
